Child Sexual Abuse and Exploitation (CSAE) Standard

Public document. Required for Google Play (Child Safety Standards — the requirement covers apps in the Social and Dating categories regardless of whether they carry images and regardless of an 18+ rating). The operator of the govno.world service (SOWITA LLP, BIN 231040004646, registered address: 7 Pavlodarskaya Street, Zhetysu District, Almaty 050016, Republic of Kazakhstan, the app as listed in the stores — Grumzo, bundle ID app.grumzo) maintains a zero-tolerance policy toward child sexual abuse and exploitation (CSAE), including child sexual abuse material (CSAM).

1. Prohibition

The following are strictly prohibited and not permitted on the Service: CSAM; grooming and the sexual solicitation of minors; the sexualization of children; and any attempt to post, transmit, or search for such content. The Service is intended for persons aged 18+ only.

2. What We Do

• No images are accepted at all. The Service is text-only: photo and file uploads are disabled at the product level. Posting a CSAM image here is therefore technically impossible, and hash-matching (PhotoDNA/Thorn) does not apply for want of anything to match. If photos are ever introduced, they will be enabled only together with connected hash-matching, and this document will be updated beforehand.
• Detection in text: all post and comment text is screened automatically before publication (fail-closed: if the check fails, nothing is published). We look for CSAE indicators that text can carry: grooming and attempts to contact minors, sexualised descriptions of children, recruitment, contact exchange and links to external CSAE material.
• Removal upon knowledge: upon identifying CSAE content we immediately remove it, block the author's account and preserve the evidence (content, metadata, logs) pending the response of the competent authorities — preserved material is exempted from ordinary deletion and is not wiped by routine log purging.
• Notifying the authorities. The operator is registered in the Republic of Kazakhstan and the service is hosted there, so the primary channel is the law enforcement authorities of the Republic of Kazakhstan; we notify them without delay. In addition, and voluntarily, we may file a report with the NCMEC CyberTipline. The procedure is set out in our internal response runbook.
• In-app reporting: users can report CSAE content through the complaint feature (report) without leaving the app.
• Compliance with the child safety laws of the applicable jurisdictions.
